The purpose of the Racial Profiling Policy is to reaffirm the City of Kennedale Police Department's commitment to unbiased policing in all its encounters with any person, to reinforce procedures that serve to ensure public confidence and mutual trust through provision of services in a fair and equitable fashion, and to protect our officers from unwarranted accusations of misconduct when they act within the guidelines of Department policy and law.
It is the policy of this department to police in a proactive manner and, to aggressively investigate suspected violations of the law. Officers shall actively enforce state and federal laws in a reasonable and professional manner, without regard to race, ethnicity or national origin. Officers are strictly prohibited from engaging in racial profiling, which is an unacceptable patrol tactic and will not be condoned.
Any person who believes that a Police Officer employed by the Kennedale Police Department has engaged in racial profiling with respect to that person may file a complaint with the Kennedale Police Department, and no person shall be discouraged, intimidated, or coerced from filing such complaint, or be discriminated against because they have filed such a complaint.
The Kennedale Police Department shall accept and investigate citizens' complaints alleging racial profiling by its Police Officers. Such complaint shall be in writing and should include time, place and details of the incident of alleged racial profiling, the identity or description of the Officer (s) involved and the identity, address and telephone number of the complaining party. Such complaint should be filed with the Chief of Police or his designee. The complaint shall be thoroughly investigated. The complaint party shall receive notice of the disposition of the complaint within a reasonable period of time.
The above information shall also apply when a citizen complains of any alleged misconduct by an Officer of the Department.
